Board of Director’s Corner
Meeting: December 19th - 7pm at VC

The Board thanks all the homeowners who attended the Annual Meeting in November.  We also thank the Committees for your reports on the many activities of the Homeowner’s Association.

The Board is pleased to announce that Tom Winebrenner, Karen Ritter, and Fred Schumacher have been elected to serve as Board Members.  They were elected at the November Annual Meeting.  Congratulations!

The Board would like to thank Susan Gargon-Centineo for her years of service on the Board and in the community.  We wish her all the best in the future.

Items from the Annual Meeting: The Homeowner’s Association maintains a “Reserve Fund”: these are a series of accounts that are created to hold funds for major capitol improvements or repairs.  For example, the private roads, sidewalks, and pools have a definite lifetime, so they will need to be replaced.  Other expenses range from the painting of the Visitor Center, to pool coatings and pump replacement at the swimming pools, to playground equipment replacement.  Reserves do not cover repairs of damage or vandalism, which are billed to the people responsible.  Each year, a portion of our income is set aside in the Reserve Fund to pay for these costs instead of requiring a single large special assessment for each repair.  To assist the HOA in determining how much and when these expenses will occur, the Board commissions a professional Reserve Study every five years.  The company of Mason and Mason surveys the property and estimates both the cost and time of when major items will need repair or replacing.

As part of the last Reserve Study, and in consulting with Frederick County, it was determined that the HOA is responsible for maintaining the structural aspect of the sidewalks in front of single family homes.  Previously, it was thought the County would maintain the approximately 30,000 linear feet of sidewalk in Spring Ridge along with the adjacent county roads.  This projected expense required additional Reserves to be established, which caused the dues for single family homes to be increased by fifty cents ($0.50).

Important: While the HOA maintains the structural upkeep of the single family sidewalks, the day to day upkeep of the single family sidewalks (such as: sweeping, snow removal, leaf removal, debris removal, etc.) is the homeowner’s responsibility.

As part of the stipulation for easements for the Beshers property, a tree buffer is being specified in the formal easement/development documents.  This will help maintain the privacy of the existing homes and the natural beauty of the area.

The Recreation Committee and the Pool Committee are in need of new members for the new year.

Salvation Army Food Drive

Once again Spring Ridge is working with the Salvation Army this holiday season to provide non-perishable food for the hungry and needy in our area.  The Salvation Army barrel will be located in the Visitor Center lobby until Monday, December 4th. Drop off your non-perishable food between 11am and 5pm Monday through Friday.  Please help out those less fortunate this holiday season.

Holiday Trash Collection

Please note there is no trash collection on December 25th - Christmas Day OR January 1st - New Year’s Day.  Trash will be collected only on Thursday those weeks.

Seasonal Decorating

Residents are reminded that seasonal decorations such as Christmas lights, lawn ornaments, and window decals and the like are permitted.  However, the decorations or holiday theme lawn ornaments must be removed within 30 days of such holiday.

Christmas Tree Removal

 (Single Family and Townhomes Only)

The Christmas tree removal program for this year will remain the same as last year. Here is how it will work this season. During the month of January 2007 all you have to do is take your Christmas tree out to the curb side on Tuesday evenings. On each Wednesday during January, the Christmas trees will be picked up at curbside and taken to the recycling center.  The trees must be stripped of all ornaments.  Stands should not be attached, just the natural tree.  No tree bags or plastic bags.

All Condo’s will have their own designated areas.

Visitor Center Decorated for Holidays

The Board is pleased to announce that the outside of the Visitor Center has been decorated for the holidays.  Residents may have recently noticed employees from Christmas Decor - Holiday & Event Decorators hanging lights and garland on the outside of the Visitor Center.  The Board hopes the community enjoys these festive decorations.  Christmas Decor - Holiday & Event Decorators may be reached at 1-888-263-3375.

Snow-Mobiles, Dirt Bikes, 4-Wheelers, and other ATV’s!

With winter approaching, we wanted to remind residents that motorized vehicles are prohibited from use on the common area of the property. No snow mobiles, ATV’s or motorized bikes are allowed and violators will be found and subject to a fine. Please report these vehicles to management. Thank you.

Snow Will Soon Be Here

Single Family Homes: All streets are maintained and plowed by Frederick County, including Spring Ridge Parkway, and Ridgefield Drive.  All sidewalks in the single family neighborhoods are to be shoveled by the homeowner.  Town Homes and Condos: Here are some of the snow removal guidelines for the 2006-2007 season.  In a snow/sleet storm, if accumulation is under 2", the contractor is to apply chemicals to the common sidewalks and roads.  If total snow/sleet accumulation is 2-4", the contractor is to begin plowing only after 2" has actually accumulated on the roadways.  Chemical application will begin with the parking areas and private roads, followed by common sidewalks.  In a big snowstorm, the contractor will plow to open up the private roads.  However, most of the detailed snow removal work will not take place until after the snow has finished falling.  The asphalt walking path will be shoveled from Knollwood Drive to the school.  However at the corner of Ridgefield Drive, only one side of the street will be shoveled to the school.  The side that seems better to shovel is the Visitor Center side since the school itself doesn’t shovel their own path on Ridgefield Drive.  There are safe cross-overs in front of the school. (Management will remain flexible on these issues as the needs change in the community.)  Town Homes: One or two parking spots in the overflow lots should be used for snow piles.  CONTRACTORS ARE NOT TO CLEAR OUT INDIVIDUAL PARKING SPOTS FOR RESIDENTS WHO MOVE THEIR VEHICLES FOR SUCH SERVICE. If multiple spots are empty at the time the plows are there, the Contractor may clear them.  Please don’t shovel snow from around your vehicle and throw it back into the street.  The snow should be placed in your yard, out of the way, not in the street and not on the sidewalks.  If snow accumulation is over 4", the same treatment will be applied as described above, and careful attention will be kept to the location of snow piles.  Areas to be specifically avoided are mailboxes, fire hydrants, and bus stops.  Once accumulation reaches 4" or more, walking paths are to be cleared (one snow blower path) near the end of the storm.  As always, residents should use caution at all times.  The contractor can’t be everywhere for every weather event.  Please remember to NEVER use rock salt on any sidewalk or concrete surface.  Rock salt severely damages concrete. Please do not use it.

Recreation Committee News

This year’s Adult Halloween Party was a huge success!  We had 100 people in attendance showing their creativity in wonderful costumes, while enjoying great food and dancing.  Thank you to Susie Houston for planning this terrific party!  Thank you to all who helped make this event happen, especially Teresa Reefe.  Thank you to all who donated prizes, including: Spring Ridge Blockbuster, Monkey La La, Mexicali Cantina, Spring Ridge Liquor, Whiskey Creek Golf Club, Spring Ridge Exxon, Spring Ridge Barber Shop, Kim Shull and Silpada, Julie Booneshaft, and Jolie Bijoux.

The Children’s Halloween Party on October 29th had a huge turnout.  The children wore great costumes and enjoyed the crafts and snacks.  A warm “Thank You” to Nancy Moreau, Dee Townsend, Melinda Yuhas, Kevin Hambrecht, Terry White, and Stacey Pisarski along with her Girl Scout Troop #1646 for volunteering their time for this fun event!

We bid a fond farewell this fall to long-standing pool committee member Roz Mansouri.  Roz always offered a fresh point of view and worked tirelessly going out in the community to obtain some fantastic door prizes for our pool parties.   Her participation during party events and dedication in recent years to writing the Pool Committee newsletter was greatly appreciated.  Thanks Roz!

The Pool Committee always welcomes Spring Ridge residents to attend our meetings and participate in our discussions.  After all, the pools are for the community to enjoy. If there is an issue that you feel strongly about, the best way to effect a change is to join.  We need more members to represent the community.  We are a diverse group–parents and singles, swimmers and sunbathers, and former lifeguards.  We plan parties, make recommendations regarding pool issues and are liaisons with PMP, pool management, the Sharks and YOU!!  To adequately serve Spring Ridge we need more involvement from our pool patrons. We invite you to join us.

Update: Adopt-A-Road is a reality!  The Spring Ridge FAN Club has adopted Spring Ridge Parkway as a clean-up and beautification project.  Soon you will see two signs saying, “Adopt-A-Road Spring Ridge FAN Club”.  On December 10th twelve people from the FAN Club (adults and teenagers) with 100 bags will be participating in the clean-up.  This is a community service project.

Mark Hudson of the Frederick County Historical Society connected us with Frederick times past on November 15th at the Visitor Center where our monthly social took place.  His vivid presentation of slides and his historical insights gave us a feeling of belonging to this area.  It was fascinating to see the sights from 100 years ago that are part of our every day lives here in Frederick today, i.e. Jug Bridge, Catoctin Furnace.  He also spoke about famous Fredericktonians and how they influenced the progress of our county.  Those attending can now be more informed representatives of Frederick when speaking to our out-of-town friends and relatives.
