Board of
Directors Corner-February 2004
Meeting: February 17, 2004 at 7 p.m.
1. The Board thanks Dorothy Ellis and Susie Houston for
stepping forward as the Co-Chairs for the Recreation Committee. Look for
their February meeting announcement in the newsletter.
2. As part of the “Spring Cleanup” in Spring
Ridge the board will be putting a new piece of playground equipment at
the Spring Forest Playground. Let us know what you think about this new
addition.
3. The Finance Committee is looking for new members.
This committee reviews the operating and capital budgets, reviews all
expenses, and makes recommendations to the Board concerning our investments.

4. Shortly, in conjunction with the Architectural Change
Committee (ACC), the Board will begin reviewing the covenants as they
apply to some of the new construction materials. Specifically, the Board
will review substitutes for pressure treated lumber used for both decking
and fencing.
Directory
Volunteers Needed
The 2004 Spring Ridge Community Directory is complete and ready for distribution.
Management is seeking volunteers to distribute directories throughout
the community. If you are interested in volunteering to distribute directories,
please contact the Visitor Center at 301-620-0782. Thank you.
Blood Mobile
The Mobile American Red Cross blood drive will be held Tuesday, February
17, 2004 from 12 noon - 4pm in the Visitor Center parking lot. If you
are interested in donating, please call 1-800-GIVE-LIFE to schedule an
appointment.
Recreation
Committee The Recreation Committee is pleased to announce that
Dorothy Ellis and Susie Houston will be co-chairing the committee this
year. Katie Horning will be serving as secretary and Chris Smith as Treasurer.
A special thanks to those who have kept this committee up and running
in the past, especially Lisa Ansbro, who has been the treasurer for the
last two years. We are grateful for the continued assistance from Karen
Ritter and Mae Rupert-two vital members of the committee.
We plan to continue with the already established traditions of the Easter
Egg Hunt, T-ball and Soccer, the Bike Parade, the Halloween Parties, the
Adult Pool Party, the Yard Sales, Dive In Movie, Screen on the Green,
and Santa's Workshop. WE NEED VOLUNTEERS!!! We welcome a new group that
will be meeting bi-monthly, the Spring Ridge Game Club. This is an adult
club that will be gathering at homes and/or the Visitor's Center to play
cards and board games. We are also considering a Mom's Club. If you are
interested in participating in any of these events, or have some new ideas
that you would like to see happen in our community, please join us at
our next meeting on Tuesday, February 10th at 7 pm in the Visitor's Center.

Winter Weather
It has come to our attention that residents are leaving their shovels,
brooms, sleds, and other winter equipment at the front of their properties
long after the weather event has ceased. We would like to remind you that
storage of items at the front of properties is prohibited. We will understand
the items being left out during the weather event, but we ask that you
bring them in when you are finished with them. Your cooperation in keeping
Spring Ridge an attractive community is appreciated.

Neighborhood
Watch Needs Revived at Spring Ridge
If you were not able to attend the Annual Meeting this past November,
you missed Dfc. Kevin White of the Frederick County Sheriff’s Department.
Officer White spoke about the Neighborhood Watch program in Frederick
County and the need to rekindle interest here within Spring Ridge. Officer
White indicated that Spring Ridge is a relatively quiet community but
we are not without some problems. And in an effort to maintain the safe,
quiet status, the Neighborhood Watch program must be revitalized. The
program needs block captains to volunteer to promote, disseminate, and
support the Neighborhood Watch program.
Let this be the year that you actually pitch in and volunteer.

Frederick
Baseball Association
The Frederick Baseball Association for 12 and under Baseball, and 14 and
under Girls Softball, is holding spring registration on Saturdays and
Sundays, February 21 through March 14, 2004 1pm to 4pm at Staley State
Park (across from North Frederick Elementary School (Motter Avenue and

Street Light
Update
As you may or may not know, all of the Spring Ridge street lights are
maintained by Allegheny Power. Management inspected every street within
the development and forwarded to Allegheny Power a list of 19 street lights
that were either burned out, on 24/7, or damaged. Hopefully, Allegheny
Power will get to work on these lights. If you see a street light that
has recently been damaged or burned out, please call management with the
pole number. Thank you.
A New Book
Group is Forming
A new book group is organizing to study the works by and about J.R.R.
Tolkien. While Lord of the Rings (LOTR) is sure to be discussed at some
point, it will not be the focus of this group. Other activities of the
group can be the LOTR related Trivial Pursuit games, collectable items
showing, trading, and buying whatever else interests and informs the group
members regarding Tolkien. I’ve recently joined the Tolkien Society
and hope to have access to their vast store of publications for the group’s
use. I hope to bring back some wonderful things when I visit Oxford, Great
Britain in April.
The first organizational meeting will be Wednesday, February, 25, 2004
at 7:00 pm at my home: Linda Turner, 6302 Hawkins Court North, just off
of Spring Ridge Parkway, 301-668-8210. This is open to everyone interested,
all ages, and not just Spring Ridge Residents, so invite others to join
in!
Please call ahead so I know how many to plan for, as refreshments will

way to spend it.

Towing Concerns
Management has recently come to a new agreement with Dorsey’s Towing.
This is a reminder that Dorsey’s and Management will be diligent
in patrolling the parking lots of all the Condo Associations as well as
the Town House parking lots. Residents in Town Houses are encouraged to
move their cars at least once every fifteen (15) days. Condo residents
should move their cars at lease once every thirty (30) days (as stated
in your documents). Commercial and oversized vehicles are not permitted
unless they are here conducting business at the time. Also, please be
sure that all your vehicles have current tags on them. The full explanation
of parking rules is available in your documents. Vehicles in violation
will be tagged and towed within seventy-two (72) hours.

Schifferstadt’s
“Shingle Mingle”
Schifferstadt Architectural Museum in Frederick is mounting a campaign
to replace their roof. For a donation of $100 or more, you will receive
an invitation to the Shingle Mingle, an evening of food, wine and entertainment,
at Marameade, a historic estate near Middletown.
Listed on the Register of Historic Places, Schifferstadt is the oldest
building in Frederick. Schifferstadt is a fine example of German Colonial
architecture. Tours are available from April through December. For information

Book Mobile
Information
The Frederick County Library Book Mobile will be at the Visitor Center
parking lot on Monday, February 2, 2004 from 3pm - 7pm. Come with the
kids and get some books you can enjoy together.

2003-2004
Snow Removal
Single Family Homes: All streets are maintained and plowed by Frederick
County, including Spring Ridge Parkway, and Ridgefield Drive. All sidewalks
in the single family neighborhoods are to be shoveled by the homeowner.
Town Homes and Condos: Here are some of the snow removal guidelines for
the 2003-2004 season. In a snow/sleet storm, if accumulation is under
2", the contractor is to apply chemicals to the common sidewalks
and roads. If total snow/sleet accumulation is 2-4", the contractor
is to begin plowing only after 2" has actually accumulated on the
roadways. Chemical application will begin with the parking areas and private
roads, followed by common sidewalks. In a big snowstorm, the contractor
will plow to open up the private roads. However, most of the detailed
snow removal work will not take place until after the snow has finished
falling.
The asphalt walking path will be shoveled from Knollwood Drive to the
school. However at the corner of Ridgefield Drive, only one side of the
street will be shoveled to the school. The side that seems better to shovel
is the Visitor Center side since the school itself doesn’t shovel
their own path on Ridgefield Drive. There are safe cross-overs in front
of the school. (Management will remain flexible on these issues as the
needs change in the community.)
Town Homes: One or two parking spots in the overflow lots should be used
for snow piles. CONTRACTORS ARE NOT TO CLEAR OUT INDIVIDUAL PARKING SPOTS
FOR RESIDENTS WHO MOVE THEIR VEHICLES FOR SUCH SERVICE. If multiple spots
are empty at the time the plows are there, the Contractor may clear them.
Please don’t shovel snow from around your vehicle and throw it back
into the street. The snow should be placed in your yard, out of the way,
not in the street and not on the sidewalks.
If snow accumulation is over 4", the same treatment will be applied
as described above, and careful attention will be kept to the location
of snow piles. Areas to be specifically avoided are mailboxes, fire hydrants,
and bus stops. Once accumulation reaches 4" or more, walking paths
are to be cleared (one snow blower path) near the end of the storm. As
always, residents should use caution at all times. The contractor can’t
be everywhere for every weather event. Please remember to NEVER use rock
salt on any sidewalk or concrete surface. Rock salt severely damages concrete.
Please do not use it.
