Board of Directors Corner-March 2004
Meeting: March 16, 2004 at 7 p.m.

1. The Finance Committee is looking for new members. If you are interested in joining this important committee, please contact Richard Gemmell at 301-620-0782.
2. The Recreation Committee has a number of events planned for 2004, and needs volunteers to organize a few remaining events. Please see the Recreation Committee announcement in this newsletter.
3. Spring Ridge will once again be using the services of Century Pool, to operate our Spring Ridge swimming pools.
4. Finally, all residents and renters living in Spring Ridge should have a copy of the covenants and Architectural guidelines in their possession. If you do not have a copy, they can be obtained from the PMP corporate office by calling 301-694-6900, for a cost of $75.00. Please do not call the Visitor Center. These documents should have been presented to you prior to your closing on a home OR have been provided to you by the landlord. If you would like to avoid the $75.00 fee, you may try and contact the previous owner or your realtor to obtain a copy of the documents. PLEASE BE ADVISED that you are obligated to follow the rules and regulations, even if you do not have the documents and/or you never read them.


Scooters, Mini-Bikes, and Such

Recently, management has noticed children riding scooters, etc. (gas and battery powered) throughout Spring Ridge. Management has also received many telephone calls expressing safety concerns for the children of Spring Ridge riding scooters. Children are riding scooters on main roads, and on the bicycle lane. They are riding without helmets and are not crossing streets safely, specifically, children do not look both ways before crossing. Management is aware of several occasions when children have not stopped at stop signs and almost caused an accident. We encourage parents to be aware of where in the community their children are riding . We also encourage parents to provide adequate safety gear, and safety instructions to their children before giving them permission to ride through the community.

Yes, Folks, It's All About Property Value.

It's no surprise that when a Spring Ridge owner sells their home, they walk away from the settlement table knowing that they received a great return on their investment. However, this article isn't about 'return on investments' or profitability but rather maintaining property value.

One of the primary reasons that Spring Ridge properties have not only retained there value but have increased nearly 5% per year, is that Spring Ridge is a well maintained property and the homeowners, in general, take pride in maintaining their homes and their lots.

We, in management, have the opportunity to see each and every home within Spring Ridge, on a monthly basis. Even though we are hopefully at the tail end of winter, which has been a rough one, we are seeing a decline in the manner in which a few of the homes are being maintained. I wanted to remind the homeowners, and the absentee owners of some of their responsibilities, that if followed, will enhance "property value".

Homeowners have the responsibility to:

  1. Read and comply with the governing documents. If you don't have a copy, you need to obtain one.
  2. Maintain their property according to the established rules of the HOA.
  3. Ensure that those who reside on their property (renters, guests, relatives) adhere to all of the rules and regulations.

Every Spring Ridge owner is encouraged to continue to take pride in their property and to make any repairs that will ultimately help increase 'property value.

Spring time is a perfect time to do 'clean up' and when looking around your yards and home, look with a critical eye and make your property shine. Remember, it's your investment and it's all about property value.

Parking Concerns

Recently, Management has been made aware of parking concerns in the community. Specifically, residents are parking their vehicles on the sidewalks in front of their homes and not pulling their vehicles completely into their driveways. Management would like to remind residents that doing this blocks the right of way to pedestrians and should not be done. We appreciate your cooperation. Thank you.

Frederick Baseball Association

The Frederick Baseball Association for 12 and under Baseball, and 14 and under Girls Softball, is holding spring registration on Saturdays and Sundays, February 21 through March 14, 2004 1pm to 4pm at Staley State Park (across from North Frederick Elementary School (Motter Avenue and 10th Street). All Terrain Vehicles

Management has recently become aware of some residents riding All Terrain Vehicles (ATV's) on the common area property of Spring Ridge. We would like to remind these residents that ATV's are prohibited from riding on the common areas of Spring Ridge. If anyone sees an ATV being ridden on any of the common areas of Spring Ridge, please report it immediately to Management at 301-620-0782. Thank you for your cooperation.


Boy Scout Mulch Sale

Boy Scout Troop 371 will be holding a Mulch Sale on Saturday, April 3, 2004. Residents may pre-order the mulch and have the option of picking up it up at the Visitor Center or having it delivered home. For more information, please call Pam Eaton at 301-831-6560.


Winter Weather

It has come to our attention that residents are leaving their shovels, brooms, sleds, and other winter equipment at the front of their properties long after the weather event has ceased. We would like to remind you that storage of items at the front of properties is prohibited. We will understand the items being left out during the weather event, but we ask that you bring them in when you are finished with them. Your cooperation in keeping Spring Ridge an attractive community is appreciated.


Neighborhood Watch Needs Revived at Spring Ridge

If you were not able to attend the Annual Meeting this past November, you missed Dfc. Kevin White of the Frederick County Sheriff's Department. Officer White spoke about the Neighborhood Watch program in Frederick County and the need to rekindle interest here within Spring Ridge. Officer White indicated that Spring Ridge is a relatively quiet community but we are not without some problems. And in an effort to maintain the safe, quiet status, the Neighborhood Watch program must be revitalized. The program needs block captains to volunteer to promote, disseminate, and support the Neighborhood Watch program.

Let this be the year that you actually pitch in and volunteer.

Pet Noises

Management has received numerous calls regarding pets that bark, cry, whine, or disturb the calm and quiet of the community. Management understands that pets make noise in a reasonable manner frequently. However, when pets make noise that causes a disturbance, owners need to be aware of the rules and regulations regarding the matter. Management has contacted Frederick County Animal Control. They provided information regarding the time frame animals shall not disturb the peace. Those hours are from 10 pm until 7am. For further information residents may either call Animal Control directly at 301-694-1546 or the visitor center at 301-620-0782. Management appreciates your cooperation in keeping Spring Ridge a quiet and peaceful community.
