Board of Directors Corner
Next Board Meeting - November 5, 2003

1. Halloween is Friday, October 31st. Spring Ridge Trick-or-Treat hours will be 6-8pm. Motorists: Please use caution when traveling throughout Spring Ridge.

2. The Annual Meeting will be held on Wednesday, November 5th. If you cannot attend, return your proxy statements to the Visitor Center prior to the meeting. A quorum (consisting of 10% of each class membership) must be attained for this meeting.

3. As part of the Annual Meeting, there will be a presentation on the Neighborhood Watch Program. The Board encourages all to attend to get information on this program.

4. The Architectural Covenant Committee (ACC) is looking for new members. This Committee reviews all of the homeowner’s requests for improvements, sheds, fencing, porches, pools, etc. The Board would like to expand this Committee, so that the Committee can review the completed construction and perform site surveys for maintenance isssues throughout Spring Ridge.

Conservancy’s Annual Meeting

Because of a conflict at Spring Ridge Elementary, the Conservancy’s Annual Meeting will be held on November 5th instead of the 6th. The meeting will be held at the Elementary School in the cafeteria, beginning at 7pm. The Annual Meeting is a great thing to attend because all of the Committees and sub association Board members provide information about the past year’s activities. Also, this year an election is planned where 3 Board members will be elected. Please participate by casting your vote. Please don’t be guilty of apathy. Voting just takes a few minutes! Thank you.


Seasonal Decorating

Residents are reminded that seasonal decorations such as Christmas lights, Halloween window decals and the like are permitted. However, the decorations or holiday theme lawn ornaments must be removed within 30 days of such holiday.


Happy Thanksgiving!

The Visitor Center will be closed Thursday, November 27th for the Thanksgiving holiday. Management and the Board of Directors would like to wish you a Happy and Safe Holiday!

SNOW WILL SOON BE HERE

Single Family Homes: All streets are maintained and plowed by Frederick County, including Spring Ridge Parkway, and Ridgefield Drive. All sidewalks in the single family neighborhoods are to be shoveled by the homeowner.

Town Homes and Condos: Here are some of the snow removal guidelines for the 2003-2004 season. In a snow/sleet storm, if accumulation is under 2", the contractor is to apply chemicals to the common sidewalks. If total snow/sleet accumulation is 2-4", the contractor is to begin plowing only after 2" has actually accumulated on the roadways. Chemical application will begin with the parking areas and private roads, followed by common sidewalks. In a big snow storm, the contractor will plow to open up the private roads. However, most of the detailed snow removal work will not take place until after the snow has finished falling.

The asphalt walking path will be shoveled from Knollwood Drive to the school. However at the corner of Ridgefield Drive only one side of the street will be shoveled to the school. The side that seems better to shovel is the Visitor Center side since the school itself doesn’t shovel their own path on Ridgefield Drive. There are safe cross-overs in front of the school. (Management will remain flexible on these issues as the needs change in community.)

One or two parking spots in the overflow lots should be used for snow piles. CONTRACTORS ARE NOT TO CLEAR OUT INDIVIDUAL PARKING SPOTS FOR RESIDENTS WHO MOVE THEIR VEHICLES FOR SUCH SERVICE. IT IS THE RESIDENT’S RESPONSIBILITY. If multiple spots are empty at the time the plows are there, the Contractor may clear them. Please don’t shovel snow from around your vehicle and throw it back into the street. The snow should be placed in your yard, out of the way, not in the street and not on the sidewalks.

If snow accumulation is over 4", the same treatment will be applied as described above, and careful attention will be kept to the location of snow piles. Areas to be specifically avoided are mailboxes, fire hydrants and bus stops. Once accumulation reaches 4" or more, walking paths are to be cleared (one snow blower path) near the end of storm. As always, residents should use caution at all times. The contractor can’t be here for every weather event. Please remember to NEVER use rock salt on any sidewalk or concrete surface. Rock salt severely damages concrete.

Architectural Covenant Committee Update:
We are looking for Volunteers

The Architectural Covenant Committee (ACC), by direction of the Board of Directors, will be trying to expand its duties. The Board would like to see the ACC expand, forming a sub committee that serves the role of an ACC compliance committee. The duty would be field work; i.e., surveying the community to make sure that all lots have complied with the ACC guidelines. This is a very important role because it directly impacts property value.

Imagine if you will, your neighbors’ home painted two different shades of lime green, and an abandoned, pink 1978 Plymouth Duster parked on the front lawn with flat tires. The owners have just installed a white-washed, split rail fence in the front yard, complimented by a pink flamingo centered just, in between the posts. The roof shingles are buckled and cupped, and the garage door is so damaged, that they have decided to just keep it up all of the time.

This sounds a bit exaggerated, but only to demonstrate a point. Without the assurance that the guidelines of the community are being followed, property values can be negatively affected.

Currently, the undaunting task of ACC compliance inspections are handled by PMP. PMP’s staffing is minimal, and in the past, this task was solely performed by the ACC Committee. The Board would now like to place this duty back in the hands of the ACC Committee.

Holiday Food Drive

Once again PMP and Spring Ridge are working with the Salvation Army during the holiday season to provide non-perishable food for the hungry and needy in our area. The Salvation Army barrel will be located in the Visitor Center lobby. Drop off your non-perishable food between 11am and 5pm Monday through Friday. Please help out those less fortunate this holiday season. Let’s make this our best year!

**COMMUNITY REMINDERS**

**Parents, please remind your children that the streets are not a safe place to play. Too many children, especially those on bikes and scooters, are making the roads their playgrounds. Also, remind your children not to play in your neighbors’ yards unless they are invited to do so.

**Garage/yard sales are discouraged within Spring Ridge. Each year, a day in the Spring and a day in Fall are set aside for the community-wide yard sale Please wait until these designated days for your sale.

**For those residents of Oakley Terrace, please keep as many cars parked in driveways as possible. The increasing number of parked cars on the street is making it very difficult for other residents to enter/exit their driveways.


Landscaping Notice

During the week of November 3rd, the landscaper will be spot spraying certain areas for broadleaf weed control. MSDS are available upon request.


November Recreation Committee News

The 2nd Annual Spring Ridge Adult Halloween Party was a big success. The event was SOLD OUT!!! A great time was had by all! The Recreation Committee would like thank Mary Morgan and Paula Pitts for coordinating this event.

The Spring Ridge Seniors are planning a Senior Holiday Social. Please watch upcoming newsletters for more details.

Join us for a Holiday Open House featuring a Santa’s Workshop on Sunday, December 7th from 3-5 pm at the Visitor Center. The cost is $1.00 per child. Children are invited to come for crafts, pictures with Santa, hot chocolate and cookies! Please bring a donation for the women and children of Frederick’s Heartly House. Donations may include adult and children pain relievers and medicines, household cleaning supplies, toilet and facial tissues, napkins, paper towels, trash bags. 35mm film, NEW kitchen pans, flatware, NEW pillows, twin sheets and twin mattress pads, NEW bath towels, NEW children’s socks and underwear, NEW women’s underwear, baby wipes, coffee, lightbulbs, gift certificates, alarm clocks, hair dryers, grocery store certificates, NEW t-shirts and sweat pants. We are thrilled to see so many of you enjoying these community events! The Committee is currently in search of a chairperson/co-chairperson and new members to help continue these activities and plan new activities for our community. The meetings are just once a month.
